Certificate and Entitlement

Does a Program Certificate grant delivery?

No. A Program Certificate is learning evidence. Delivery requires an active Commercial Entitlement, site binding, and fulfillment gates.

Can a delivery be reissued?

Yes, but reissue requires a request with reason and approval. The original session remains immutable in the audit lineage.

Hardware Keys and Sessions

Where is the download session recorded?

The download session belongs to the Delivery Pack lifecycle. It is not part of the Program Certificate.

What is the hardware key bound to?

The hardware key is bound to a site binding inside the delivery pack lifecycle. Key assignment, shipment, activation, suspension, and revocation are events of the Key Operations Service (KeyOps).
